Using the Flood-Fill Tool for Patterns

First, you must have something selected, with the "marching ants" around it. If you want to use a pattern that is not already installed in PSP, open it on your desktop. It will show up as though it were installed.

Click on the flood fill tool , and then go over to the colour palette, and press on the arrow in the Styles box.
A new box will pop up, and to get the pattern you want, you will have to click on the symbol with the nine dots.
After you click on the nine dots, the the box will change from a solid colour (or gradient) to a pattern, like the gray box in the image. Click in this box with the pattern.
Finally, the menu with all the patterns shows up. Use the slider on the right to find the pattern you want to use (if the pattern is on your desktop, it's usually all the way up.)

Click on the pattern you want, and then click on O.K. Now all you have to do is to click on the selection you want filled, and you're done!
